You can buy Frozen Jewelety from Zaira in Altair for Badges of Frost (You can get them on event of Frozen River).
 
There are 5 types of jewelery : Ring, Earrings, Bracelet, Necklace and Talisman. Earrings and Talisman costs 30 badges each, other items - 20 badges each. Talisman has 5 charges, other jewelety have 7 charges.
 
Each jewelery has bonus, +10% antiparalyze.
 
Frozen jewelery cant be enchanted.
